1, There are no garrisons of Rumanian troops in Arad and Timisoara,; The only
Rumanian forces in these cities are frontier {wards, a battalion at Arad and
a regiment at Timisoara. 111ost of those units are in fact deployed along the
neighboring frontier with Yugoslavia.
2. Both cities are strongly garrisoned with Soviet forces. These troops are
confined to barracks and are rarely given passes to enter the cities. They
are permitted in Timisoara and Arad only after nightfall and all saloons
have been placed off limits to them. In order to secure liquor, Soviet
soldiers in these areas obtain alcohol by purchase or barter with item of
food from their rations and make their ern,
