1 At the September 1950 East CDI1 Party Con' ress, a so-called theolo' ical con-
ference passed a resolution to accept a "people's church rrogran". The
leadership of the churches will either have to accent thin pror - an or suf-
for the consecquorces as "enemies of peace" under the extraordinary
decrees prom ul{7ated recently in Eastern Geirany.
2? On the proposal of Otto -Juschke, uho supervises church natters in the DDR,
the r..rog m will be the basis for a r'3noral investi'ation of the eler'r of
the Evingolical Church in the Sovist Zone. The proposal was irar-ediately
inrlemented by the Office of State Security which ordered the rdln etor presi-
dents of the Laender to hold so-called "conferences of the clerrr" in their
respective Laender. The entire body of protestant c1er will be invited
to attend these conf renc?s to discuss the contribution of the churches to
peace. At these conferences, the clergy will be adviseddthat the October
elections are to be proclaimed from the pulpits as the most important con-
tribution to the proserv-ation of peace.
3. The names of r?ommbers of the clergy *, no fail to attend these conferencee
will be entered on special lists and transmitted to the Office of State
security. Should any member of the clergy voice a dissilent or. inion :fur-
ln,g the course of one of those conferencee, his nano ,All also ho entered
in a rerort for the Office of State Security. Any z ember of the clergy
who atto-pto to i'sahotaso" one of these eonforsnces will be publicly branded
an enemy of peace; none of the more imror'-ant i:gtares among such rilssi-
dents may ov3ntua].ly be brought to public trial.
