At the end of Soptenhbcr 12,O, ',ialtor Ulbricht, Deputy Lanister President of the
)DR, travelled to 77arsau, Prague, Budapest, Bucharest, and Sofia for -falks aimed
at scatting aside the objet;tionc of the Soviet satellite states to Last Carmen
-e::Llitari zation. The foLlowing specialists accompanied him on this mission:

Dr. Kucldhoff and biro R^ipf were named as trade specialists in the official com-
munique. The other th:'ee accompanied Ulbricht in an unofficial capacity.
In :nid-October ten high-ranging officers of the paramilitary police attended
conferences in `.karsar, Pra;.ae, '3uchaiost, and Sofia. Their mission was to
:,;concile the training ,:iothod.s of the DIVA units with the service regulations
obtaining in the states of the Eastern bloc, and to jor'c for the integration
of the German units with the satellite axrnjes.
