1. Travel controls are strictly enforced in the Canton area. Before leaving
the city rosiderits of Canton must obtain a travel permit from the Public
Security Bureau, submitting in their ap?lication for the permit the naves
of three Canton merchants as guarantors. Public Security Bureau officials
in ShonchIuan. carefully examine a rsonal documents of all travelers entering
China by the Kailoon-Canton Railway.
2. Travel hermits, Chinese Cenmunist Army discharge papers, and residence
certificates are carefully inspected in Kv angtung, because marry people
suspected of being pro-Nationalist have been found by the Public Security
Bureau to be carrying forged personal papers.*
3. Rvanetung authorities are considering a regulation whereby only travel
permits issued by Ilsien or Special Municipality or higher offices will be
acceptable. A similar regulation is being considered for Army discharge
papers, whereby only those issued by regimental and higher units grill be
acceptable.
