On 10 December CHUM Yuri governor of Xwartgai, held a meeting at his home with CIA TG Chunk.-wen (j Alf / -/ ), commander of the 49 Army and ten high'-ranking Communist officia'Ts.1 The following decisions were reachedo a. To give large-scale aid to the Viet Minh Government after 15 February. This aid will include the sending of Chinese Communist troops to Indochina in large numbers either as "volunteers" or in Vi e t Minh uni fo rm s . b. To prosecute thoroughly the plan for suppression of Kwangst guerrillas. This plan is a four month program which began on 15 October and is to end on 15 February.** 2. On 15 December former Nationalist generals were executed by the Communists in conjunction with a plan to uproot all anti-Communist elements.
