1. There are at lerat 5,OO(Y` bt'ndits active at the present time in the Upper
Perak area. Security orces in this area have discovered new 330 caliber'
crrtridge shells. These bandits may be receiving aid fror7 outside :"alaya,
possibly from "Dviet sources.#" ''}
2?, Communists are enterin:T tialaya in increasing numbers by way of the east
coast of 1talaya or through Thailand.
3., The end of the Emergency in the Federation cannot be forecast at the present
time. On the basis of the -)resent situation, the inergency may continue
until the outbrealk of a general war.
13rndit activity has greatly increased recently in the Taiping area. Jarly
in L;ecerber 1950, bandits entered Taiping and exchanged fire with troops
gu arVding en Army petrol dump.
Chinese residents of the Taiping area have avoided any contacts ti.it:i bandit
forces since the start of the Chinese Communist offensive in Xore a. 1,e alers
of the Taiping Chinese coi:rnznity have indicated that they believe the 'JL
should not delay the start of actual hostilities against the U331' and
Communist China any longer.
6, Communist propaganda is n1rerdy vide reread in Taiping schools and is being
increased. Blank booklets have been sent to school children throo g ut
Taiping from the, recently brstned Chinese news..)aver in ingapore.
School children have been urged to drtiv pro-Communist cartoons in these
booklets -td to return the::: to Singapore.
7., Arrangements have been made to send selected Chinese students to China for
Corm nist indoctrination. These students are instructed to declare that
they are returning to China to visit their fnnilies or relatives for a
?eriod of one year.
