Viet ?:inh troops killed during the recent fighting at Vinh Yen totalled
1,150; other casualties totalled 3,600. Fifteen thousand troops participates
in the battle. Viet ,inh forces had artillery support. Because the at-
tack was launched in order to give Viet Unh troops exparience in fighting
in the Delta area, no attempt liras made to hold ground. The Viet :3x.1 is
not discouraged by the results of the battle as French losses equalled
those of the Viet '.:inh.
2. During the next ten days, the 'Viet ?.;inh plans to out off 30 kilometers of
Route 5 from Ilanoi to liai,)houg and to stage simultaneous attacks against
Pleat Diem and Phuly, co mitting 10,000 men at each place. This attack is
pla:iried in order to frighten the French, to propagandize `Yriet : i.nli strength
among the population, and to sei;o a sup-.,-Ay of rice. Viet ; -inh forces will
not atto.:lpt to hold ground nor ill they attempt to take the Delta by the
