General.

3 a The 1949 fall maneuvers of the auma_ii.an tinny were conducted in two phases. and
lasted from 15 August to 20 September 1949
2. The first phase of the maneuvers, lasting from 15 August to 15 'e;:tember 1949,
consisted of a number of demonstration exercises at battalion, regimental and
division level. The pvvpose of these exercises was to familiarize the troops
with the new 1.ioviot combat doctrines.
3. The maneuver area was bounded by the line Fagaras (R 35 ti 80) Halmeag (N 35/D 00)-
Comana (.~ 36/S 00) - k(omorod (It 36/5 12) - Palos (R 36/s 03) - Apold (ii 36/R 72) ?-
Altina (11 36/ft 41) - Vocrich (R 35/R 41).
The planning, conduct and supervision of the field exercises were performed by
the Army Training Center, the headquarters of which was located in Cincul ":are
(a 36/kt 71). Elements of The training center were stationed in Fagaras. The
director headquarters for the maneuvers was headed by Lieutenant General f+icolae
Csjbrea, whew as aided by Colonel Visan, (fnu), functioning as chief of staff.
The temporary chief umpire was Lieutenant Colonel Viadescu, (fnu). Va,1or
Ivanoiu, (fnu), of the ',rmy Training Lienter, was in charge of the simulated artillery
fire' for which electrically ignited trinitrotoluol charges were used.
5. The demonstrations at battalion level were performed b:yr the regi::.ent of the zrrmy
Training Center from Fnparas. The demonstrations at rogirlental and division level
ware done by the 2nd 'ountain Div from Brasov (i 35/x 37), the infantry division
from Foe cant (it 45/Y 58), one tank company of the 1st Tudor Vladinirescu Tank
Div and nose aircraft of an AF regiment from Prasov. `i'ha tank company was equipped
with old German model IV tan'cs. About 200 res ~rve officers were ob..;ervod with t ho,
two divisions mentioned. ** -
6. The demonstrations included the tactical movements of infantry battalions and rogi-
r.ezntsd in the offensive and the defensive, and the advance of troops under heavy

artillery fire, with all infantry components of tho two divisions participate ng in
the latter exercise. The demonstrations were held in the 32-square kilometer
training area of the Arn.~ Training Center. north of Cincul "'are. The demonstrations

that followed included an attack against prepared defensive positions, conducted
by the 2nd r4Mountain Div and the infantry division from focsani in the area west
of .Ciricul.ly".nro; a meeting engagement involving; an infantry division; and a
stream--crossing exercise at division level., held on the Olt River east of Fagaras.
The latter exercise was attended by about 200 officers who. were subsequently de-
tached to the U.S.S.R. for further military training
Second aneuver Phase.
To The second phase of the maneuvers, lasting: from 20 to 28 September 19L9, included
two arzrV corps. The blue corps., simulating the einemy, was retreating from the
southeast to the northwest from the Targ.u cures (h 36/r( 66} area. Facing
toward the southeast., it occupied three successive defeensive positions, the first
along the lsiraiu diver and the valley of the Tarnava 1 ica River, the second along-
the Mures isivor and the third along the t(omloda Lliver, the corps was attacked by
the red corps, starting from a position southwest of Targ*u ".,uros. The r;arieuver
ended tsha?n both corps reached the Kom.loda River.
8. The maneuver was directed. by Lieutenant General Alexandry Qavrilescd, commanding
