REPORT NO. 1. information obtained from a ~Droeinent Courauxii.st intellectual in Habana indicates that the Soviet Intelligence Service is extremely busy in the Caribbean and South .'.merican Atlantic coastal areas in an effort to fulfill the intelligence directives sent to them from their headquarters. 2, According to source., the Latin American Communists have been directed as follows: a? To find out the secret plans of cooperation between the navies of the United States, Venezuela, Drazil and the Caribbean nations for the purpose of uncovering -the defense plans of the oil lifeline between the United States and the oil producing areas, b4 To ascertain the locations of now and secret airfields in the areas which are of particular interest to the U33Ii.v i. Source stated that the scope of this as ,ignment is very ;xreat, and "hundreds" of agents, many of whom are natives of the areas concerned, reportedly have been recruited for this work., Although the USSIt is supposed to be preparing for a long peace period, the Soviets feel that they cannot overlook the "feverish war preparations" being made by the United States and muet there- fore,, take proper measures of their ov~r.~ Present Soviet plans, source stated, are to carry out large-scale submarine warfare in. the Caribbean and Alaskan m:t rs at the outbreak of US--USSZ hostilities. These areas vrill be the axis of the Soviet attempt to rut the United States completely off from Asia and Latin America.
