There was a debate in Pyongyang on 5 March over the control of the
troops in Korea0 The North Korean government wishes to control the
Chinese Communists but they do not agreed
At a meeting in Pyongyang of the North Korean police chiefs (perhaps in
early ;warch) a North Korean colonel stated that all troops would be with-
drawn to the 39 Parallel and would fight a delaying action between
the 39 and 4) Parallels., The North Korean government believes that the
UN troops will attempt a landing at Wonsan or Hungnam and is distrib-
uting troops to effect a sandwich type of trap when the landing occurs.,
The Chinese Communist forces in Pyongyang assert that they will not
stop fighting even if they are forced back to the Korean borders
Representatives of the standing comidttees of the North Korean Labor
Party in all the counties of Kangwon Province met on 28 March at
Kisan-ni ( 127079 38.o35) in the house of YANG Nak-'saw, owner of a
Chinese restaurant in Pyongyang (127-18, 38.3S), chairman of the
Chinese association there, and interpreter for the Chinese Com-
munist 42 Army Group (sic), The meeting decided the followings
ao Defense lines to be firmly set at, the 39 Paral,lel
ba North Korean troops to fortify the rear areas and transport sup--
plies; the Chinese Communist troops to move back 50 miles from
the front lines regardless of the strength of the UN attack and
there to defend to their uttermost
ship to keep pistols and grenades ready for use; high UN and
RU administrative officials captured in the area to be assas-
sinated; some North Korean officials to disguise themselves,
collect information on the UN forces, and report it to the
Chinese Communists.
