(LISTED BELOW) SUPPLEMENT TO REPORT NO Three leaflets, all, signed by one llaung YE PPIYU, "Leader of the Arakan Bill Tra3ct.," were in circulation in the Buthidaung area of Northern i roan in January 1951. 2. The first leaflet declared that owing to the repressive m,surees taken against the proletariat and peasants of the Arakan Hill Tract, a People's Army had been formed there, which was building up a Democratic Front to revolt against the Anglo-American imperialists and the Government of Bu.-ma. The leaflet forecasted the coming of a third world war. 3.. The second leaflet warned the people of the Hill Tract that a third world war was coming and called on them to conserve all available arms and ammunition. It announced that a peasants' union, formed in the Hill Tract,, possessed a considerable number of arms and ammunition in dumrs located in the Paletwa area (92-51, 21-18). 4. The third leaflet calls upon the people of the Arakan Hills to join the People' a .Army and register their names at the military headquarters a u .Heecheung and T._ahemyaing near the Paletra area.* 25X1X Comm. T?'hese leaflets may have been originated by the Burma OOo1,nrunist Party (BCP), or they may represent simply the efforts of another bandit seeking support in his area. The name of "'dung YE FHYI7 cannot be identified. In the past the "CP has paid little attention to the Awaken Hills area, but these leaflets may andicote an increased BCP activity there, now that the Awaken has become a separate zone in the BCP Venal organization.
