to In late February Soviet Col. Gen. Prokofi Loginovich Romanenko and CHOUI
Ennlai held a conference in P11yongyang with the Chinese Communist and
North Korean high Command. A new combined command was established with
the following personnel:
Advisory Groups. Soviet general and eight Soviet officers,
Supreme Ccandera: KIM 11-song; Goander in Chief: CR?GE Yon:_korn,
Political Commander in Chief:. HO Ka--J; Political Commander: NO
Sig-chum; Political Coordinator: YANG Chien,*
Chinese Chief of Staff: I.IU Pomcheng; Korean Chief of Staff:
KIM Chang-man.

Commander: IM Mu hang, Chines. trained,, former commander of
Korean volunteer forces in China.
3. The North Korean High Command is complaining that the Chinese Communists
are not using their best troops in the Korean war and that the Chinese
Communists are receiving arms and equipment from the Soviets but are
not using them in Korea. The Koreans charge that the Chinese Communists
are using Korea to further their own aims. The Chinese reply that the
possession of Soviet equipment is none of the North Korean government's
business. This bickering is the reason for the visit of Romanenko and
the establishment of the J3oint command.
