In March the Central and South Chixla Military Area Command ordered the
provinces under its jurisdiction to evacuate all physically fit men inland
from the coastal areas.* The evacuation will begin In late March and will
be completed by the end of May.* The evacuation from Nwangtung will be
effected in three 'phases, as follows:

left for Nanning, where they were to be equipped and sent to Indochina, to
fight with Viet Minh troops against the French.
3. Early in 1951, the Pilitary Control Commission branch for the Sha.t'ouchiao
(114.14, 22-32), Shench' uan (114.OP., 22-32) and. Paoan areas ordered the
enlistment of 3,000 ren as "volunteers" for I(orea. By February, only 1,200
men had enlisted; consequently, YEH Chienying ordered that militiamen in.

4. In late February, it was the opinion of local Chinese Communists that the
plan to organize the 6 Field Art*** in Hwangtung was not feasible because
of insufficient manpower, the responsibility of Rwangtun to feed the arngr
and the conflict between IEH Chien-ying and LIN Ptao. Although'YEH is
hesitant, he has not abandoned the plan to organize the 6 Field Arn- He
has augmented the strength of troops associated with him, including the
Rwangtung-tgsi Column, from six to ten regiments to serve as a nnclene
for the 6 Field ArnW.
