A military uorisieg of Liberal origin was reportedly scheduled for 2c3 Larch
1951, The reverent was iedefinitely postponed, supposedly because of the
indiscreet aetione of one Fernando Soler Gomez,* a retired Any majors
one of the orgeni'ears of the elovement.
Between. 13 Larch and 17 Uareh 1951s Soler was in Barranquilla and Cartagena,
where he attemptec . to contact port officials and the Army garrisons Soler
clairried that three interior garrisons and other military elements could
he counted on by his novement. He was unsucceesful in obtaining the
beckin7 of active Army officers, but reportedly was offered the collaboration
of retired Caetain Luis Aria, head of a reserve officere' group in
3arranquilla Soler was joined in Cartagena by one Regalia Ayala and. 'eleile
there ,lent several telegrams to Bogota, using an assumed name. The police
have made copies of these telegrams.
Upon his return to 1oeote, feeler reported that the- Barranquilla garrison
eeeld support the movements but insisted that it take piece an 2en, Larch 1951,
Previously he had declared in Barranquilla that civilinne in Bogota would
riot or that date. The leeders of the movement postponee the uprising
ellen thcy learned of Soler'e indiscretions and the fact that his statenents
regardine the eupeort of the Barranquilla garrison were false.
The military uprising is related to a leftist Liberal plan known as "Project
elee, hut according to roises Prieto, an organizer for this. project, it
does net contemplate the 11,5e of military forces. However, Dr. Duna? de la
Peva, jr charge of liaison vith the military for Project es stated:

of retired officers, but including a number of active officers.
The movement could count on the 'Cucaramanga and Tolima garrisons and two
"military units" in norete.
Civilians in Togota would stage a riot prior to any military action.
