1. The political objective of the IIo Chi ':.nh forces attack in the Don; Trieu
area was to establish prestige in the mining regions east of Hanoi.- The
military objective of the attack was to cut Route Colonials 5 (Hanoi-Ilaiphong)
and to raise the combat efficiency of Ho Chi l.inh troops after the Vinh Yen-
Phuc Yen offensive.
2. No Chi T:inh forces now hope to receive sufficient arms from Ilainen in order
to launch an attack in the Phu Ly Nam Dinh area concurrent with a northern
operation which ;could block French withdrawal to the south.
3. The Hanoi Front under Ithuat Buy Tien, President of the Administrative and
:crsistance Committee
in llanoi, includes the 12 Guerrilla Battalion under
:Ia Giap and the 20 '_:ilitary intelligence Battalion under Nguyen Jan Itha in
addition to the Conti An (Security Police). :hen Ho Chi '_ inh forces are in
a position to launch an al-tack on .lanai., the Con; An plans to attack the City
Defense Committee created by :J?uyen Iluu Tri , ex-Governor of :forth fiat 11arn.
A general strike will be launched at the same time by the fifth column under
':g; yen (fnu), fouler chief of the Tinh Baca (independent military intelligence
organization attached to the thigh Commend).,
1 . Nguyen Dinh Thai>(., the recently appointed Director of the Viet :Tara Surete in
I:anoi, is attempting to purge the Surety of all Dai Viet elements. :.,ruyen
Van Tun, head. of the Political .ureau of the : ureto, is more moderate in his
attitude toward the ))ai Viat. The Dai Viet is placing its partisans in the
Garde 3ivile and in the Bac :fink military schools and is also attempting to
ongiri ; :r a genera]. strike among, the provincial Surcite chiefs.
