1. In late January 1951 approximately 2000,000 Soviet troops In the Uortheast
were dispersed in the following areas: 90,000 in tae Port Arthur-Dairen
area, 12,000 at Harbin, 5,000 at liun;,,,chuling (124-50, 43-32),50000 at
