1. The leading Cumzaun t investigating agent in Hong Kong and Kowloon
is YANG Chu~.ohun (, ." 4Jj ) 9 a former captain in the Canton Police
Bureau and Police znnissioner of Swatow before the Communist ocou-
pationn He travels frequently between Canton and Hong Kong, and
attempts to suborn members of the Hong Kong Police. He comes from the
same native place as YER Chien-yingo Chief Coxmaun.iat investigating
agent in the New Territories is a certain LI Xuo-ying 1' a
former onief of a branch police station in Canton,, who is now living
at Shang-shuia; Now Territories

the New Territories under the. Communist boundary police, has transferred
back to the area of. the Shench9uan.Kowloon railroad. He has employed
more than 30 children under the age of 16 to investigate suspected

4n In the first ten days of March 1950, exit and entry controls on the
Canton-Kowloon railway were relaxed. Xerohants with goods to be
sold in Hong Kong were permitted to enter, the colony before their
exit permits were amended.

5o On 7 April the South China Sub-Bur, u established a Reform Committee
on Basic Organization Activities :94 ~ AA-a ; 403 J i j; r ty~ l ~ )
with YEii Chien-ying as chairman, F G Fang as vice-chaiman, and
TSENG 8heng, HUNG Hsueh-ohih ~ and Kt! Ta-ts ? un tea,
as committee members. Soon after its formation, the committee ordered
all Chinese Communist military and political organizations in the
Canton area to form sub-committees,, with their organization heads
as chairman. The mission of all committees was to intensify activities
for the elimination of pro-Nationalist and anti-Communist elements
within these organizations.
6. In early April the authorities of the Canton Public Security Bureau
started assigning so-called census police to each Public Security
branch office to supervise the taking of a census, There are
approximately 100 census police for Canton.
New Ammunition Factory, Canton Area.
7.. The Canton Supply Section of the Chinese 'ommunist Army Supply Depot
for the South and Central Dist i t Command established an ammunition
factory in ffufengts2un ("~.~3. j~fI'l ), on the south bank of the Pearl
River in the Canton area. WU Feng-wei is the ead of the factory,,
and a Soviet named Lo-lieh-k0o-olsi (9t C. ) is technical adviser

8. The Communists are organizing fishermen between 18 and 30 years of age
to serve as militia in case a general war should break out.
9. Liost of the troops in Kwangtung are from North China? and are discontent
and unhappy with the war.
