The liaison office deals. with external affairs and has 29 translators for Chinese, Japanese', Philippine languages, Malayan, Annamesee Mai, and Burmese. When necessary, these translators are dispatched to work on submarines. This office has six medical officers and two pharmacists, who are all Soviets, and more than 10 nurses, some of whom are from the aatel- lite countries, '2. About seven or eight Soviet submarines are usually stationed at Tulin, althnugh the number may range from three to 20. Three Emtmerines which are regularly in the harbor are the "Snorkel 7, type and are on patrol duty several hours a day. Other submarines are the "S 21". type, "BP type" and "Tim (Pe) 77" type. 4. On 16 }arch about 10 Soviet naval technicians arrived in Canton and were sent immediately to Hainan on the SS EIVC CHIANG (NI ) to help in the construction of the naval base. On 22 March a group of 240 cadets of the Soviet submarine class "M" arrived in Canton. These cadets, under Commander Ko-ha.linoftc-a. 44',..) (7 Kokhelin) Soviet adviser, and WANG Nan ( ), Chinese Communist naval staff officer, will be sent to Yulin to partidtpat in Soviet submorine maneuvers, 6. One of the tasks of the Soviet Far Eastern Submarine Fleet is to aid the Chinese Communists in laying mines along the South China coast. Captain Vonekov, a Soviet naval adviser, is in full charge of the operation, which is to be cola- plated in the area from Amey to Luichow by the end of April. On 24 March 54 Soviet gdne laying technicians arrived in Canton to be sent to various points along the coast. Large numbers of Soviet-made mines have been transported to Amoy, Uhampoa and Yulin.
