1. 14 Army
The Chinese Comr(inist `L Army is responsible for the defense of western
Yunnan. The 41 Division of 14 Army has been assigned the Yunnan-Burma
border sect."r. Total strength of 14 Army is npnroximately 32,000 men..
The 41 Division is probably the strongest division in 14 Army. Head-
quarters of 14 Army is at Tali (100-1.1; 25-43) with subordinate units
stationed in the vicinity of Tali, Haochling (100.-09; 26-34), Chiench'uan
(9C'-54; 26-29) and rhyuan (903-57; 26-08).

General IT Ch'eng-flang* commander of t'e 14 Army, is a
native of Huneh Province. Aged 50, he Is a Communist of long standing.
40 Division.
A. Location.
Feadq,aarters of 40 Division is at Wuting (102-24; 25-31). Other units

4. 121 Regiment of Al Division.
A. Location.
Headquarters is at Mangshih (98-35; 24-27). Subordinate units are in

about 40 years of age.
5. 122 Regiment of 41 Division.
A. Location.
Headquarters is in the vicinity of T'engch'ung (98.29; 25-01). Other
units are dispersed in the Kanch'an ( ) Liangho ( ),
Liens hen ( !~ ), and Lusbui (98-49; 25-58) areas.
B. Commanding Officer.

6. 121 Regiment of Al Division.
A. Location.
Headquarters in Paoshan. Subordinate units are at Yunlung (99-22;
25-49), Ch'angning (99-36; 25-50). and Hsunning (99-54; 24-35). This
regiment also maintains an intelligence outpost manned by a patrol
battalion in the Chengk' ang (99-25; 24-0'7) -- Kongma (99-25; 23-33)
area.

7. 42 Division
A. Location.
Divisional Headquarters is at Chennan (101-17; 25-13). Subordinate
units are stationed in the communications area between Arming (102-30;
24-56) and Ha iakuan (100-12; 25-34). The Divisional artillery
regiment has its headquarters at Paoshan and another battalion is at
Lunging (98-42; 24-34).

8. Independent Regiments.
A. Location.

Three independent regiments of local Commnni_.st troops are stationed
at Oh'tuhsiung (101-4; 25-02), Paoshan and Li_chiang (100-15; 26-51).
B. Commanding Officer.
CHIA Yu-sheng N 4 ), the commander of 41 Division. One patrol
troop is attached to each infantry regiment of 442 Division.
9. The Paoshan Snecial Training Class.
Students in this class are from India, Burma, Thailand, "alaya, Indo-
china and others. Four Soviet advisers are attached. This school is
in the Psyuts tiin (, s:!, ) mountain area, north of Paoshan. Training
is conducted in the border area.

10. There has been a slight increase in Communist strength in western Yunnan.
Tote! forces do not a -teed one army in strength. One regiment of basic
(cadre) (sic) troops has moved into the Paoshan area. Another regiment
of basic troops end a large independent unit have arrived in T'engcbtung.
The tare independent unit was originally ordered to Tibet from Chinshachiang
(101-56; 25-55) but returned to the Yunnan - Burma border as a result of
the changed situation in Tibet. Other units are reported to have withdrawn
from Chinshaehiang for the same reason.
11. Current Communist propaganda stresses the invasion of Burma. The Chinese
Corr..tmist basiy in Rangoon is organizing a "taking; over" committee to
eoorate with the Chinese in the event of an invasion. CHOU Ho-shu
( i ) is a prominent member of this group but has been arrested by
the Government of Buurma.
12.. Chinese Communists have the capability to eliminate
the ions. s puerr _ a threat in this area, but do not plan to invade
Burma. in the near future. He believes anti-Communist sentiment to be strong
along the Burma border. Altho-gh there is no assistance coiFm+.itment between
the U.S. and Burma, the latter, as a member of the United Nations Organiztion,
can rely on aid in the event of invasion by the Chinese Communists.
13. Over 70 percent of the Chinese Co r-unist troops currently stationed in
western Yunnan were formerly Members of the Nationalist Army.
