1. On 28 hay 1951 General de Lattre asked Dai Viet leaders Lo Thang and Phan Huy
Cuat to a private conference in Hanoi. De Lattre told both Thang and Quat that
he was anxious to secure the support of the Dai Viet and assured them that
Vietnam would ultimately gain the independence all have been seeking.
2. The Dai Viet party, relatively cohesive up to the present, is now divided into
three groups:
a. Those in favor of all-out collaboration with the French.
b. Those opposing collaboration or cooperation with either the French
or the Tran Van Huu government.
c. Those favoring limited collaboration, but desiring to maintain an
independent position in order to remain in contact with non- and
anti-Communist nationalists within the Commmunist-controlled rebel
regime. This group urgently wishes to retain the confidence of
its non-Communist supporters in the rebel zones.

It is believed that de Lattre has convinced Le Thang and his supporters of
the necessity of cooperation at this time. However, the strong enmity of
Tran Van Huu and his close supporters toward the Dai Viet leadership may
result in attempts to eliminate key members of the Dai Viet organization
despite their clearly anti-Communist attitude and position.
