opera i.ng but, al.rhough the warship was only three miles away,, the radar did
not detect the vessel, Other vessels in the same area, including the
fishing traw11rs, could be seen on the radar screen.
20 Believing that the warship might be lying in an "obstructed area", the
master changed his direction several times in order to
make certain that era ar was functioning properly but still was unable
to pick up the Soviet -arship on his screen. Visibility at the time was good?
