25X1X 1. Soviet leaders with the Hungarian and Czechoslovak Goveaents are active
in the "Vedalio" Plan calling for the reorganization of railroad and highwpr
communications between Rumania and Bulgaria toward the Greek and Turkish
borders.
2. The plan is allegedly 75 percent completed, believed to be completed by the
end of 1951. Double railroad lines from the Carpatho-Hungarian areas (now
USSR) toward Budapest and western Hungary are to be joined. Double (two-
way?) lines are also constructed between Budapest and Hungarian strategic
areas toward the Yugoslav borders. One railroad line connects Szombathely
(larp a Soviet base) with Gyor, near the Czechoslovak border., which is connected
with the Czechoslovak railroad system.
3? There is unusual haste and great concern on the part of the Soviets for the
construction of these railroad lines especially toward Yugoslavia.
