entrance from the corner of I,eninskaya and Ulitsa 25 Oktyabrya. The institute
accepts students on a voluntary basis and specializes in ;he study of all, factors
affecting the fishing indu.;.try, such as fish migration, spawwning, and production
methods. It maintains its own fleet of cutters and trawlers and operates a
motor park., where it is not difficult to obtain employment. The institute build-
ing has a laboratory on the first floor and classes and offices on the other floors

Shipping Directorate. On the second floor are the secretariat and l:he Ships'
Officers' Personnel Section, the latter occupying four rooms. on the third
floor are the Tribunal, a semi-military court for trying cases involving civilian
merchant marine personnel,, and the Special Section. This latter includes the
Special. Sector, which maintains files of all classified documents of the Direct-
orate, and the Special Unit (:,petschast), which conducts special investigations.

Uflom Sovetov" or "Dvorets Trudatt. On the roof is a sculptured group of a man
and woman with large hammers breaking chains from around a large globe; this is
symbolic of labor breaking the chains that bind it.

enclosed by a fence. The factory employs approximately one hundred persons and
is engaged in maintance and repair of small craft.

thn first floor is the Customs office, on the second floor the KPP. This latter
maintains rooters of all. crews o ~,' vessels registered in the port except motor
boats, launches, and small craft. There are several LUP s scattered throughout
the Vladivostok area, generally under the charge of a major of 'IVD 3order Guards.
Incoming vessels are boarded at the dock if arriving from Soviet ports, in the
stream if from abroad, by boardinv parties consisting of an officer and about
twenty enlisted men from the horde'.' Guard. The party has a plan of the vessel and
makes a complete search, which is far more rigorous if the vessel is from abroad.
While the search is being conducted, the officer checks the documents of the pass-
engers and crew. The entire )rocedure occurs two hours before docking for foreign
vessels or immediately after docking for ships from Soviet ports. '.testers or
owners of small cutters, motor boats, and launches generally hand in their roster
and clearance to the KPP for inspection; since it is assumed they are not from
abroad, the boats are not searched.
