There are several LUP s scattered throughout the Vladivostok area, generally under the charge of a major of 'IVD 3order Guards. Incoming vessels are boarded at the dock if arriving from Soviet ports, in the stream if from abroad, by boardinv parties consisting of an officer and about twenty enlisted men from the horde'.' Guard. The party has a plan of the vessel and makes a complete search, which is far more rigorous if the vessel is from abroad. While the search is being conducted, the officer checks the documents of the pass- engers and crew. The entire )rocedure occurs two hours before docking for foreign vessels or immediately after docking for ships from Soviet ports. '.testers or owners of small cutters, motor boats, and launches generally hand in their roster and clearance to the KPP for inspection; since it is assumed they are not from abroad, the boats are not searched.
