1. Ceas fire talks
a. One third of the Communist delegates to the peace talks are not
military but party men. Their mission is to protract talks as long
as possible, and their instructions will be from Soviet liaison officers
daily.
b, In early July there was no party organization in the 1"yonggang-
Ichlon area. The combat troops and civil officials know nothing of

The Soviets have controlled communications in North Korea and China
proper Fifty to sixty Soviets, called
advisella, were assigned to eacn division for that purpose.
there will.be an advisory group comprising 150X1-HUM
men, which will include mechanized and artillery troops, an 50X1-HUM
unknown number of Soviet medium bombers to be assigned to the
Manchurian bases, and a number of jet planes which will be doubled
for the Worth Korean bases.

various North Korean units were sent to a staff school at Manchuria

Chinese Communist and North Korean officers, The instructors are

and expected assignments to all North Korean units.
A change in North Korean opera ons is expected within one month.
An increase of guerrilla activity by the North Koreans farther south
is planned.

the people of F yonggang (127-180 38-25)
area ordered a move to Ichlon (126-530 38-30) area and Chinese
Communist and North Korean troops began building strong military
positions in the Vyonggang area immediately.
the
above troops (approximately 500000) moved north from the Pyonggang
area and were replaced by new Chinese Communist and North Korean
troops approximately 300000. The latter troops moved from Antung
after training and reorganization by the Chinese
taammunists in ianchuria. Sixty percent of these troops had been
conscripted from: the local population during the North Korean
occupation of the Republic of Korea. This 300000 group was well
armed and had high morale. All these troops had new uniforms and
the officers wore canvas shoes. The 500000 group had badly worn
uniforms and 60 percent were unable walk. Forty percent of the
500000 group was suffering from an unknown epidemic disease) their
morale was low but they were willing to die instead of going home.,

fifth of the villagers have remained, many are suffering from an
epidemic disease which is fatal after a fever of one month, The
North Korean aithorities are unable to halt the disease and are. maa
little attempt to do so.
