Communist Military Conferences

1. High-ranking representatives of the Soviet, Chinese Communist, and North
Korean governments at a conference in Peking during March 1951 agreed on
the followings
a. The Soviets will supply 200 planes and facilities for training
Chinese and North Korean pilots. The Chinese Communists will
be permitted to establish air bases and training centers in
Siberia and North Korean 1khen these facilities are completed,
the Soviets will supply an undetermined additional number of
planes of various types to the Chineseo
b. The Soviets will send to Manchuria all the weapons they can
spare for the use of the Chinese Communist and North Korean
Armies, including all Japanese arras remaining in Soviet hands.
c. The Soviets will be permitted in return to station troops in
Chinese territory in areas where Chinese Communist troops are
also stationed. At the same time the Soviets are to furnish
officer advisers for each Chinese Communist Arny corps area.
d. The Soviets will permit the Chinese Communist and North Korean
Armies to retreat into Soviet territory if there is a sudden
adverse change in ianchuria or North Korea. If hostile forces
make landings in Manchuria or North Korea before the declaration
of a third world war, the Soviets will assist the Communist
armies.

fa If a third world war breaks out, the North Korean Army will
be consolidated with the Chinese Communist Army; a Soviet officer
will be the commander of the combined armies, and one Chinese
Communist general and one North Korean general will be vice-
commanders.
g, The Soviet Army is to recruit 25 divisions from the Chinese
civilian population by October 1951, These recruits will be
equipped by the Soviets but trained at Chinese Communist
training centers,l
26 Prior to July 1951 the North Korean government granted the USSR the
right to move troops through North Korea or to station them in North
Korea, Soviet, Chinese Communist, and North Korean commanders will
decide jointly what transportation facilities are to be used and where
the troops will be stationed,
3. In early July the Soviets ordered defensive positions to be built in
undetermined areas of North Korea and told the Chinese Communists to
send 5009,000 laborers to North Korea between August and December to
transport ammunition and provisions for the use of frontline troops.
4. If the Soviet military movement is restricted in Europe and Asia,
the Soviets plan to furnish aid to Communist China and to carry on the
war through the Chinese Communists for two years without declaring
war._ In the event a third world war breaks out,, the North Korean army
will be consolidated with the Chinese Communist Army and the Chinese
Communists will be in command of the southeast Asia front while the
Soviet Argy will be responsible for the defense of the northeast coast
of China,
5. The Soviet stock of atomic bombs and bacteriological warfare-weapons
is superior to that of the United States.

14,000 aircraft for the International Volunteer Army, and promised
to equip three Chinese Communist Armies with Soviet arms. See
