I. During the period from 26 to 23 February 1951 the Bezirksleitung in Coburg
of Crganisation -JobergangsanYeisung escorted 233 KPD functionaries to the
Soviet Zone of Germany for participo.tion in the KI'D Party Convention. The
entire operation was viell --lamed and efficiently executed without interference
of any kind by the police.
2. In addition to this large-scale operation, several prominent IUD leaders from
Bavaria and Arrttemberg-3aden vrre taken across the border individually.
Josef ninner, chief of the Control Commission in the KPD Lanclesleitung in
Bavaria, Oskar nueller, the first, chairman of the .KPD in Hesse, and aobert
Leibbrands first chairman of the KPD in ,Juerttenberg-Baden, crorsed the zonal
border on 26 February 1951.(2) Karl Horn, organization leader of the KPD
Lanclesle i tang in Bavaria, crossed the zonal border on 27 ?cbraary 1951. In
view of the fret that he carried with him lists of all delegates from Bavaria
and iluerttemberg-Baden,.his crossing was secured by four border guides. Several
high functionaries of the Landesleitung Rheinland-Pfalz were also escorted
across the border individually on the sane day. Heimann Schirmer, the first.
chairman of the IT]) Landcsicitung in Bavaria, and Anni anger, member of the
KPD Landesleitung in Bavaria, crosed the border together on 23 Tebruary 1951. (3)
necords pertaining to the OD Party Convention were shipped to the Soviet zone
of Gernany in a sedan which cro2sed the border between 3urggrub (L151/059)
and B.otheut (1:51/014.9).
