1. Within the framework of the Six Year Plan, 1400 new industrial plants are
to be established. Of these, 1000 are in fact existing works which require
either large-scale development or only modernization. In regard to this
group, the results achieved are estimated to be 10-12 percent in relation to
25 percent of the time of the plan.
20 Of the total,, 350 are small workshops or special kinds of factories. Before
rvitionalization such buildings would have been carried out by cooperatives
or small private enterprises. In this group,, the results achieved thus far
do not exceed 15 percent in relation to 25 percent of the time of the plan.
3. Fifty plants of the total are large-scale industrial plants. The plants which
are publicized most often, for propaganda purposes, were in some cases under
construction a long time before the Six Year Plan was put into operation,
Examples are Nowa Huta, Jawor?no, Czestochowa, Zeran, Dozy Slowa, etc. The
results do not o. cec3d 8-i0 percent of the target for the year 1950-1951.
4. The reasons for failure to maintain the schedule of the plan are mainly the
shortage of steel and iron for building purposes and the shortage of skilled
and unskilled workers. Pl.npocrer recruited from collective farms is still
inadequate.
