1. The frequent frontier incidents which have occurred recently on the Bulearo50X1-HUM
.Macedonian border are a clear indication that the Soviet
Union, through the Bulgarians, is intent on creating sisorder within Yugoslavia
in the hope of eventually turning the Macedonian population against the Yugo-
slav government at the proper time. Many armed individuals who have entered
Yugoslavia from Bulgaria have been turned over to the authorities by the Serb.
peasants, however, because they are reportedly definitely against any other
nationality groups within Yugoslavia who would like to see the Soviets in
power.

Serbs who reside in this region are protesting the alleged discrimination
against them. 50X1-HUM
Many persons in. the Skoplje and Kumanovo regions declared themselves
to be Serbs to the census-takers. These declarations were refused on the 50X1-HUM
grounds that all minorities in Macedonia would adopt similar stands. This
refusal was and still is resented by the Serbs who are reported to interpret
this as an infringement on their national rights. It is further alleged that
the Macedonian language has been introduced into offices and schools despite
the fact that this language is a foreign and incomprehensible language to
many people.
3. Farmers from the Prilep region who are members of the cooperative claim are
reported to feel themselves in a calamitous economic situation. It is said
that farm animals on the cooperative are weak from a lack of feed and the
work hours are much too long. Last year the Prilep Kolkhoz had 190 oxen,
whereas this year there are only 80 on hand.
4. Most able-bodied people have left the farms for the cities, while invalids
and the aged are left behind to do the farming. This is alleged to be parti-
cularly true in areas such as Pelagonija? 07Ce polje, Skopsko polje and
Kumanoveka polio. The farmers in this ride area are said to be passive and
unproductive.

5. The situation is reportedly better in the mountain regions of Ferec? Maleske
Flanina? and Azot where there are no collective farms (sic). Sufficient
labor supply exists and the farmers are said to have received large profite.
6. The governmentls decrees of April 1951, exempting -certain products from the
forced collection program, were met with satisfaction mixed with skepticism
