The Kviangsi Military District I lestablished a Southern Kwangsi
Coastal Cc anc to strengthen coastal defenses of 4 hsien in the Cheixthsien
(108 -37, 2~ 58) -, Hiop' a (109-10) area. The new cad has the authority
and position roughly equivalent to that of a military sub-district. With
headquarters at Peihai (109-05, 2I-24), its mission is to control the coast
and improve harbor defenses. Local Public Security troops in I~sha~n
(I09-14s 22-24 )', Fangch I eng (108-23, 21-46),, Hop s u and Ch I inhsien have been
placed under thy: coiinand of this organization alone, with other troops in
these areas.
