As the emigres have been organized into a series of refugee corm iittees, apparently under the supervision of Dusan Lugo: a., war-time or gmdzer of guerrilla bands in Al- bania, this document is precut d to be indicative of Yugoslav policy vis- a-vie Alba ia. Particularly to be noted is the effort to discredit Laver Hoxhha and ..el mot Shehu by identifying them as merely the leaders of a clique within the Albanian Workers' Party, a party which does not truly represent the interests of the Albanian CoLriunists or of the Albanian nation as a Whole. 1.. "Dark clouds full of menace and of ill fortune hang over the destiny of t1 Albanian people. Albania, even though small, has recently become a focal point of war and of diverse foreign interests, and the Albanian people, who won their liberty in +orld ar II, are threatened by a grave peril.. The treachery of the government of Enver Iloxha, which sold Albania's indo-7endence to the Soviet Union, has 'kgperiled the exis- tence of Albania as a nation, and has menaced the honor, the virtue, and the property of the Albanian people. 2. "The government of '.: vwr Iioxha wickedly betrayed our country and its independence, for which the legendary descendants of Skanderbeg have fought bravely for centuries, and for t?;l!ich tons of thousands of the finest patriots Cave their lives during the national war of liberation against the fascist occupiers and their servitors. Tore than 3000 "exports" from the Soviet Union bear doti'm upon our people, thanks to the treacherous policy of the present government. Y.-ith the help of Llohmet Shehu's police,, they con- trol the entire internal life of our country. 3.. ?The Soviet "exports" hold the key positions of the Albanian Army, and their destruc- tive work and espionage hoop our people divided, force them to *uoric agai.not their am beat interests, and make use of them for their arm shady ends in the Dalkans. 4. This anti-ntional policy constrains our people to eat less in order that the Soviet 'exmerts-i: nay receive fantastic compensation-- salaries many times higher than those paid our own functionaries. 6. It is thus that after a short period of treL chery by snver Isoxha and other venal persons, we have lost the liberty for which we paid so dearly. Today our people have been deprived of liberty, their authority has been removed; therefore, there remains nothing for them to do but to fight again for liberty and independence, for their popular democratic power; to fight for their rights in order that their life internally be better regulated. 7. "The government of aver IIoxha, pursuant to the orders of the U z, has done every-- thing to leave our people undefended against the fight for liberty and indepen- dence (sic): it has broken all relations with the only sincere friend of the Al- banian r eop l.e, with the Federated Popular :republic of Yugoslavia., with the peoples of Yugoslavia who fought side by side during the last war against our common ene- mies and who aided us fraternally both during and after the war. "13y depending upon the Soviet Union,, the government of giver 141oxha has isolated Albania and placed it in the greatest peril. The Soviet government., which has subjected Albania to its own interests and deprived Albania of economic and poli-- tical independence,, has not assumed any obligations towards Albania in any inter- national treaty. 9. "Even though it is well-1cnown that the pacts which the Soviet Union makes have no more value than the paper on which they are-written., Albania is nevertheless the only country dominated by the U; SRL which is not bound to it by a treaty of friend- ship, much less by a treaty of mutual aid. That this is so is no accident,, but conforms fully to the imperialistic policy practiced by the Soviet government wherever possible, a policy of division of spheres of interest, of compulsion, and of trafficking with the other imperialists in the fate of &mail countries. 10. "The government of i::nver 11oxha, by its policies., has made it possible for reaction- ary emigre elements who collaborated with the fascist occupiers to attempt, with the help of reactionary circles of foreign states, to sell out Albania and return to power., just as they did in the past by selling out the interest; of our people. We therefore address ourselves to every honest Albanian., whether in the cities or in the villages, asking that he join in this struggle, because such is the only xxaad to salva- tion for our small people. V/e know that in folloring this course the Albanian people vrill have, as always before, the assistance and sympathy of the brother peoples of Yugoslavia. 15. "It makes us happy that you, in such a difficult situation, have not yielded spiritually, that you are still as in the past ready to fight for a truly free republic,, for an independent democratic J l bania. '1'e know that the government of Wirer iloxlaa persecutes you terribly because of your opposition to it. We know that in Albania there are prisons and concentration camps in. greater num- bers now than during the fa. ;cist occupation. The crimes wb ch are committed at Tepelene, Derat, and Alimare against the families of Lume and T.'irdita, of Puke and Rase, the crimes in Valias against 300 rebel families, lovers of lib- erty, have been heard from afar, even beyond the borders of our country. The outrageous special expeditions of. Ma' met 5hehu in no respect differ from those of the fascist occupation. All this is a sign of the weakness and madness of the present rulers who rage against their own people. The Most recent acts of the government of the traitor, Inver the proclamation of a state of siege a nd. the famous decree of 26 February of this year indicate eloquently the readiness of :ever and of the other traitors to serve the foreigner in attempting the physical annihilation of our people. We are with you in the struggle against the treachery of the present rulers of Albania, in the struggle for an indep dent republic, a free Albania, indivisible and democratic. With our common forces, let us continue the fight until victory in order to realize again the ideals which we pursued in the national vaar pf:'? liberation. Let us unite allour forces in this fight, and let us not permit our struggle against the treachery and terror and of the government of i nvexr to be used to its own profit by the reactionary servitors of the fascist occupiers abroad. 16. c s cially do we address you, the organizers of our people & s national war of liberation, who by your courage, and love for your people served as an example to other -patriots in the national war of liberation. 17. "You bear the major responsibility for the destiny of Albania and of our people. Do not permit :.,aver 11oxha and the other traitors to realize their diabolical plan. Fight for a truly free republic, for an independent and democratic Albania., 11 settling of accounts for the methods used by the L aver 11oxha and I'ehmet Sbehu clique within the Party to enter further into the good graces of the t~'KVD is a serious peril to every true Communist (sic). 18. "Learn the many lessons to be dram from the examples of Koci Xoxe, Njazi Islami,, and other loading heroic fighters, and discover the best way to continue the struggle for the good of our people. Do not lot yourself become cut off from the people, who are fighting against betrayal and terror without equal. Keep in mind that on your ateadfaEtness and your capacity for guiding the revolutionary movement of our people-which is developing an ever greater intensity against the betrayal and terror of the clique of Inver---depends the success not only of the straggle against the present rulers but also against the shady plans being laid against us by the vcrious reactionary emigres, ex--servitors of the fascist occupiers who now live abroad.
