In early August Srangtung authorities began a "cultivate waste land to increase production" movement to raise food production and lower agrarian discontent In Kwaugtung. Farmers" associations in Kwangtaang are leading this movements which stresses the following- as Those who cultivate waste land will be exempt from government 'Land tax for threes years. b,. Those who cultivate land formerly, .tivated but now wasteland will be exempt from land tax for one year. c. Those who desire to cultivate waste land but have insufficient funds to purchase rsecageary tools can obtain small loans from farming and forestry sections of the hsien government at -39 percent interest per month.
