Moscow. They brought back with them a Caminf orTn approved, two-phase plan
of action for the Conunist Party of India (CPT).
?. The first phase A: phasizes leftist unity and support for the so-called
oaace front, which will be used as part of the CPI campaign platform
during the coming elections. The second phase stresses the underground
activities of sabota and infiltration into indust77V, the government,
and the military services.3
