CIEN Keng, CIiUANG Tien,, and 1 H Jung-- chen. The following DRV representatives attended: Ho Chi Minh, Vo`'Nguyen Giep, Hoan Quoc Viet,, Phan i3a 'T'rue, Truong Chinh, Ton Due Thang, Su-fa=nu- I ang ( - 4. . ), 2 CH' AA Haing ( ), 3 and SUN Ku sng hsi ).4 2. The major declaration was that united fronts throughout Asia should be welded into a single "Asian Communist Party Union Committee" ). This.Union should control all countries and Communist Partid of the central :gsouth Asiatic peninsula and should assume a position at the same level as the USSR. All members should enlist the aid of their people in the class struggle by the implementation of land reform. The basic objectives are anti-imperialism and ants.-colonialism. A specific charter should be established, formulating the principles of economic cooperation, technical cooperation and intelligence cooperation,, with adequate liaison organizations to implement them. Currencies will be standardized, and communications and public utilities will be organized for joint operations. This political agreement is good for one year,, after which annual meetings will determine further davelopments.5 25X1A 1. Comment. A French broadcast from Saigon on .fit. This apparent rumor may be based on a T'eiping broadcast on 24 July, giving the names of members of the Vietnam People's Delegation to China, which were as follows: Hoang 'Quoc Viet, Pham Ba True, Ton That Twig, Nguyen Hoai Than, Phan Van Hanh, Nguyen Marsh Hong. This delegation arrived in Peiping on 23 July. It may be noticed that several of these names appear in the text of this report. Other reports on meetings in Peiping around this date concerning Indochina a and one from another agency on an "Aid to the Democratic Republic of Vietnam" conference from 18 to 29 July.
