on 16 Septet berg the North Korean CoLlmunist Party r: secutive Comuittee met
and discussed the following subjects. A furthrlr del. y of the Kaesong cease. fire
tal.=ta *ould intolerably provoke the United Nations. The United Nations t
localized offensive on the east central front zx ght be a feeler for an all-
o t - offensa ve, so the ecs se-sfire talks should be resumed before such an
offensive begins. The propaganda campaign wits reviewed and the coumrmittee
agreed that the North Koreans had done a fair jab convincing the People
that the Chinese Communists and Worth Koreans wore not begging for peace at
any cost and tLat the North Koreans will re.iurae fighting at any time.

of the peace talks., If the United Nations are jt ihed to the 38th Parallel
and do not yield on the Parallel as the boundary, the Communists are prepared
to rake another all-out push. In any case, the final termination of the
cease-fire' talks should be prevented. Cnly the Soviets can give the order
to end the talks.
