On 13 September at 3 Dam.. the Nationalist vessel BLUE ANGEL (a A..4 ,. ), while returning to Pishan from the Tach'en Islands, encountered six Chinese Communist motor junks and approximately 80 ordinary junks which ware proceeding toward Haimen (121-225, 28-43) from Karmen (121-46, 28-06). The BLUE ANGEL fired approximately 30 shots,, some of which damaged the Communist vessels, but none were sunk or captured. 2. In early August the Tsingtao shipyards were furnished with facilities for submarine repairs under the direction of Soviet naval engineer K'ai-ti-no-fuo On 16 August he Inspected Tsingtao coastal defense works accompanied by 14 naval personnel. Also, he and a group of technicians surveyed the depths of Chiaochou (120- ', 36- ) Bay and Laoshan (120- , 36- ) Bair. The Soviets plan to use a harbor facing the yellow Sea as a- submarine training base. Vessels are not allowed to sail into the Chiaochou, Laoshan and Nan- shan areas, which are guarded by garrison units. On 16 September 35 percent of the graduates of the Junior Engineering class of the Chinese Communist Naval Branch Academy for the Central and South China ' lice y Area arrived at Canton from Hankow accompanied by Kung Hsi- ~utan Chinese Communist Party cadre member, who was in charge of this group.
