,A Sectional Chairman of the Philippine Communist Party organ, the Political
and rconor-ti c Intelligence Research and Ane.lysis (PEIRA ),1. known as Dorcas, 2
outlined the over-all policy of the Philippfine Communist movement, including
strategy to be emnlo,-ed in the forthcoming elections, at a recent secret
meeting of lP'B leaders in the Manila area.
2. According to Dorcas, Party leaders now are convinced that there is essen-
tially no diff`erence between the Nacionalista and Liberal Parties or any
minor nolitical party, although their prop
,rams may appear to differ. All
these nolitical factions are to be considered bourgeois parties with a
cour!!on, air of seizing power in order to exploit the masses, to enrich them-
selves,, and to strengthen the pro-canitalist and pro-imperialist Government,
3. FRB leaders were told that where the T RIB does not have a candidate on
either the Bacionnlista or Liberal Party ballots, voters must boycott the
elections by refraining from voting. In areas where the t3l3 has a candidate,
voters should sunnort only this candidate and should not vote for other
pers-ns on the ballot,3
4. The !sMB leaders were told that tactics to be used by the Communist move-
ment in gaining mower through exploiting the elections were the responsi-
bi'lity of the PEIPA. Twe November elections were described as a weapon
to be used by the Party to demoralize the masses and to gain millions of
symnrrt.hizers.
5. In areas where the -asses are not acquainted with Coimninism, or where
there are no MP"B-anonsored cenditdates, the Party plans to sabotage the
elections by means which were described as extra-parliamentary action,4
6. According to Dorcas, the Philippine Cormzunist movement has the single aim
of seizing power, and Party leaders believe that their efforts are not far
from success because the Philippine masses are becoming class conscious.
7. Co^+munist lenders believe that the Party's struggle for power is now two-
thirds won. They believe that nothing, including the Party's Political
Bureau,5 could deter the masses from reaching their goal at the present
stage of the 1iilipnine Communist movement.
