1. The Chinese Communist central authorities have ordered Communists to expedite
the conclusion of the program of suppressing coun~errevolutionaries.l This
does not mean there will be no more large-scale actions against those branded
as undesirable by the Communists, for two sorts of penalties will be imposed on
such persons in the future, one e. forced transfer of people from their homes and
the other a forced labor system. The transfer system will be effected when the
land reform is completed. For example, the owner of a house may be forced to
move out of his house on short notice, leaving all his belongings for the use of
Communist cadres. Those who know a trade will be qualified to enter a labor camp
providing that they are not r embers of the Communist Partya2 Ten labor camps
are under construction, each of which will accommodate about 110,000 persons.
