On 30 August 1951 TEND Tzuuhui, vice chairman of the Central and South China
;Military and Administrative Committee, arrived in Carton from !J nkow by miii-?
tary planes, accompanied by two Chinese Communist senior staff officers of the
Central and South China ?:ilitary Area (CSC??A) Cormiand and one Soviet adviser.
They were met at Zhite Cloud Airfield by Yi,Tl Chien-ying, WU Klo-hua, and.
FM'G Fang. A military conference was held in the map room of the Kwangtung
Military District Command from 10230 p.m. 30 August t 2:50 a.m. 31 August
with T2,G presiding and attended by YEU Chien-yings, F'M3G, 1q:-P"G Yung- sheng,
r ^NG I-p'ing ( = ~, LI Taco-p'eng, Fr14G Chiang, TS NO Shang, and the t
staff officers and the Soviet adviser. On 31 August '1'ENG and his party re-
turned to ?Hankow on the same plane.

Prior to 27 September all available small arms and =mun~ition at -tho
Shihching Arsenal, north of Canton, was distributed to public security
units and hsien units for use against guerrillas and other anti-Communist
elements.
6. From 1 to 25 Septern r, 500 infantrymen of the 131 Division, 4. Arms
under LI Hopi :~ ) were stationed at Chinhsi ( 1 ), South-
east of Rocca: Tigris. In addition 200 troops of this division were
stationed at Changmut'ou (1i4-.06, 22-~3)0 Right hundred troops of the
130 Division under. TuNG Hai-ch'feh Acial were In alar~e between
T' aip'ing and Liaopu; 860 troops from the service battalion of
the 53 Division, 18 ,army, under LIAO Chih--?te ( . ~) mare Ut- Shihling0
Battalion headquarters was at 9hi hlung. An ad tional. ILOO troops of
this division were stationed at Shiht' an (113-46p 23-10) and Teengeh'anghsien
( i13-t9, 23-.16) . Two hundred troops of a local irre . ar unit under
the command. of M PI . Ting-tang (f ' ' ) and 670 men of a Kwangtung
revenue regiment were also at Shihlung.
7. From 14 to 25 September, 700 infantrymen of the 132 Division, 44 Army.,
under 'fS;j'P G Lu (- ? '1 were at Hslhsiang (113-52, 22.34) and Kushu
(113-51, 22-35).
8, From 14 to 25 September, 90 troops' from s unit of the 41 Army under CHEN
Haiung A -t-4 ) were at Shawan,. Paoan. Two hundred troops from the 41
Army with six heavy and four light guns and four grenade launchers were
at Hengkang (fl1-13, 22-38) and Huiyang; 457 vanguards (sic) and 120
troops from the ltd. Army were stationed at Lungkang ( ), Huiyang.
9, From 14 to 25 September, 300 troops of the 131 Division, ?.jlx Army,: were
at T'ient' angwei (14.--01~., 224i3) and T' angli (111;.-b0,, 221:3); 1,9200
troops of the 131 Division were at Huangkang (113-51, 22.6);, Louts'un
(113-56, 22-16) and Shaching (113.490 22-W4); 350 troops of the 132
Division were at !'uchi. and Lilang (-J. (f ), Paoan 700 troops were at
T'angt'auliia (UI~ ~?)?s 22-47) and Kgechiats'un ('%~-' ? ), along the
Cantor Kowloon r4roadi 600 troops of the 3? Army, equipped with 5
heavy and 18 light machine guns, 120 carbines and tommy guns, and a
numbe of US Model 79 and Japanese Model 65 rifles,, were at Mahuan
(,. ) and Chi.aokeng (;k. ? ) P ano These troops speak C intone se
and Swatow dialects. One hundred and twenty troops of an artillery unit
equipped with 12 Japanese grenade throwers and Modal 79 rifles were also
at W-huan.
