1. The nationalist faction of North Korean Communists, mostly former members
of the South Korean Labor Party (SKLP), have lost enthusiasm to carry on
their work because of the following oonditionsa
a. There are no positions of equality or prestige available to them in
North Korea*
b. The North Korean Labor Party (NKLP) treats them as second "lass me:abere
of the party.*
o. The NKLP uses former SKLP members for all hazardous operations like
guerrilla activity and assassination assignments in ROKa
d? The SKLP members have no definite promise of a political future.
e. They have no voice in the internal conflict between the Chinese
Communist, Soviet, and NKLP cliques.
Z. The Soviet-trained Communists are supporting .Klui ll-song and .are trying to
maintain control of all North Korean intelligence agencies so they can
check on the anti-IM. 11-song elements in the army. No action is to be taken
against the anti-KI22 group while the Chinese Communists are in Korea but
when the Chinese Communists leave, the group will be purged. A list of
those to be purged was being scads in early October.
Communist propaganda in North Korea states that Britain is losing control
of her colonies while the United States is gradually assuming responsibility,
though the United States as yet is unable to cope with the increasing
problems. The United States, with no ready-made policy regarding these
problems, is driving the colonial nations to the side of the Soviet Union.
If the policy of the United States continues thus, the Soviets will gain
general attitude of the world.
