In mid-October 1951 the following Sino-Soviet jointly established and con-
trolled factories were in the Hsinhsi angf ang ( fj r } ax a a, southwest
of Harbin:
ao The HHsinhsiangfang Repair Factory, which repairs damaged weapons and
tanks and assembles new weapons and tanks of all types, including all
heavy weapons and all large tanks sent to the Chinese Communists from
the TIS-FR. Two hundred and fifty Soviet and 100 Chinese Communist ord-
nance technicians, 700 Soviet and 1,000 Chinese Communist mechanics,
and 29000 Chinese Communist unskilled workers are employed at this
factory..
b.. The Hsinhsi angf ang Aircraft Assembling Plant, in the Rainhsi angf eng
Airfield area, which repairs damaged aircraft and assembles almost all
new aircraft sent to China from the USSR. The planes are flight tested
in the Hsinhsiangfang area and then sent to all parts of China. `Wo
hundred Soviet aviation technicians, mechanics, and unskilled workers
are employed at this factory (sic)0
