1. By the summer of l95 the Chinese Communists had occupied the Ralsba (1) " ),0
Changsha (f ' and Nansha (41 L' / ) Island groups in they Paraeiiel
Islands with a small number of public security troops. Radio and weather
stations had been established on three of the islands,, and construction of
military defense works had begun in the area.
The Communists intend to use the Nansba Island group as a base for expansion
southward Q As of early September this island group was serving as a point
of contact with the Philippine Communists., to whom the Chinese Communists
will supply weapons.
