S. In mid-October 25 Set fighters, 9 Japanese bombers, and 3 transports were
based at the Pankow Airfield.

9. By late September the Taingtao Peoples' Air Defense Comeittee, in cooperation
with the Tsingtao Garrison Coemarnd and the Tsingtao Public Security Bureau,;
completed construction of air raid shelters in important areas in Teingtao.
All residents of Tsingtao, on orders from Tsingtao authorities, were placing
sandbags against the walls of their homes and obtaining water buckets for
use during air raids. Medical personnel were giving first-aid training to
large numbers of residents. Students, supervised by Public Security personnel,
were publicizing the importance of air defense measures throughout Tsingtao.
According to the public announcements of Tsiogtao authorities, these pre-
cautionary measures were taken in anticipation of possible air raids by the
Nationalists and the United States planes
