1. 304 Division
a, The 9 Regiment, at Phu Ouang, Thanh Hoa Province, on 2 Novemberl 1951
moved to Cho :en (106--ii, 20-57) on 5 November and to Doi Thung
(105-32, 20-13) on 7 November.
bo The 57 Regiment remained at Kim Tan.
c. The 66 Regiment moved from Phu Nho Quan to Nga Son (1O5-58, 20.00)
on 7 November.
306 Division. The 42 Regiment has moved from the vicinity of Phu Nho Quan
tort ie dan Dinh area,
308 Division. Elements of this division, disposed between Thai Nguyen and
Sac Kan on2 November, are moving in the general direction of Tam Dao
and are currently in the vicinity of Phan Luong (105-19, 21-30).
3. 312 Division. Division headquarters are at Thanh Coe.
a. The iia. Regiment, at Thanh Son on 5 November, was at Ba Vi (105-21,
21-04) mountain on 7 November.
b, The 165 Regiment, southwest of Yen Bay on 2 November, was at Thanh
Ba (105-05, 21-28) on 5 November.
c. The 209 Eagiment, in the Thuont Khe (105-06, 21-41) area on
2 November, was at Lam Thao (105-17, 21-19) on 5 November. Elements
of the Regiment had moved to this area from Thai Nguyen and Bac Kan.2
d. The 1L8 Regiment moved south from Binh Lu to Yen LIy, near Phu Tho

4. 316 Division. The 98, 174 and 176 Regiments were north and northwest of
Phu Lang "u Thong on 2 November*
5. 320 Division.
a. The 48 Regiment, at Bay Che on 5 November, moved to Chi Phuong
(105.42, 20-17) on ? November.
b. The 52 Regiment, at Chi Na on 5 November., moved to Xich Tho
(105-.46, 20-25) on 7 November.
cn The 65 Regiment, at Doi Bu on 5 November., moved to Ba Tha
(105-48, 20-43) on 7 November.
Units of the 320 Division now participating in the skirmish northwest of
Phu iy, between Xuan Mai (105-34, 20-53) and Phu Ly, include the 122, 136
and 138 Battalions of the 48 Regiment and the 337 and 351 Battalions of the
52 Regiments assisted by local units. Reserve units include the 391 Battalion
of the 52 Regiment, the 706, 738 and 722 Battalions of the 64 Regiment and
the 648 Battalion of the 42 Regiment.
6. Recruitment of able-bodied men, usually a prelude to the launching of DRV
attacks, has begun in Son Tay, Hadong, Ila Nara and Nam Dinh provinces.

7. All DRV section chiefs3 in Hanoi, from platoon level up, have been ordered t
to return to Hanoi from distances of 5 to 30 miles outside the city.4

25X1 A 4. II Comment. This summons possibly indicates the DRV plans a wave
violence inside Hanoi to be coordinated with attacks by regular
forces throughout the delta. Such attacks appear likely in view of
the abnormal disposition of regular units at present.
