The Chinese Communist training center at Palichuang(.11 '. ,) in the astern outskirts of Peiping is officially known as the Kuo Fang Cheng Chih Kan Pu Hsun Lien 'l`oan (J Pj & ZA vPj 1,~ (#I), National Defense Political Cadre Training Unit. To conceal the nature of its activities, howcver, it is public ally known as the New China News Agency Correspondents Training Center. The director is LI Wei-han, director of the United Front Department of thel Party; the deputy he ads are SHU Tung ( 3 kij) and CHI Yen- .ng ( , ' ) ? SHU is actually in charge of all academic activities at this center. He was formerly in charge of propaganda activities of the East China Bureau, chief of the Political Affairs Department of the East China Military Region Command and head of the East China People's Revolutionary University. Hsieh-mi-no--fu (Zheminov?), a Soviet and long--timae resident of J,-aEn and China and MATSUM0TO ('61 *1 ), a Japanese, are advisers to the staff. The curriculum at this center includes courses in propaganda, organizing and training Communists, methods and principles of intelligence collection, ways of inducing enemies to defect, sabotage techniques, and foreign languages. The center is still pub-- lieally recruiting trainees., ostensibly for training reporters. 2. A Chinese Communist military and political training center for Communist workers is at Fobai(100--26,y 21-58). The head of this center is CHOU KVei-fu(a~ iL& )s who is also magistrate of Fohai Hsien; the deputy head is LU Yen--sheng( commander of LLochiang (101-I1, 23-26) Hsien. At this center each training period lasts four months. By early October five periods had been completed, each with from 70 to 80 trainees. The'trainees consist of unemployed young men and-low- ranking government employees; some graduates of this center have been assigned as workers in local militia units or to local tax collection organizations, and the rest as junior officers to regular Chinese Communist Army units stationed o15X1 the Yunnan-Burma border area.
