1. On 20 August 1951 at Ctabrovo a military conference was held under the direction
of a Soviet general and attended by rerresentatives of the General Staffs of
hum. ania, Bulgaria and =Albania. 50X1-HUM
3. The conference reportedly aprroved a Soviet economic committee document dated
11 Auz,ust 1951 ctiich called for the payn ent of 250,OO0,000 levy to cover the
subsistence expenses for Ooyarunist guerrillas located in sfiutti'ern '3u1-

1951 estimate made by the :inistry of ;'ational Defense. This sum had alret dy
