Up to 10 October 1951 some 200 Tibetans, including 29 womea, had been arrested
by the Chinese Cormaunists in Tibet for refusing to sell foodstuffs such as
wheat and butter to the Chinese. Their refusal was a protest against the
search of V`atzaa -:onastery, a small lamasery on the outskirts of Lhasa, by
Comnnunist spies aad. police, who failed to find the arms they expected to
discover hidden under the altar, and left the altar in disorder.
2. The arrest of these iibetmas occasioned widespread resentment in Tibet. The
authorities described those arrested as robuers and animal thieves, and
warned the Tibetan people -,-ainst bei:i ta.cen in by their an i-social
activities.

Zhikatse and Uyaa a Ise, and have aeon c,uickly removed by the Cicmnunist
authorities.
4. The Gtiinese Corn. unist authorities have instructed ti.eir men to commit no act
which might offend the sentiments of the Tibetan people.

accompanied by high-raankin; i'ibetaa and Chinese officials, carrying on a
caampai;;n of pacification, ur ;in#; the people to be loyal to the authorities.
The Communists have widely distributed photographs of the Dalai Lame sitting
with General Cllh! G Clain;-wu, tie reception ~-,iven by the D lai Iama at ihasa
to the Chinese and Tibetan officials, and the reception given by 11.-AD Tse-tung
to the Tibetan delegates in Peiping. In a broadcast to the iibetsa people,
MLAI%v Chinj-wu assured them: "The Dalai Lama is the supreme outi ority in
Tibet, and his aholiness will never be replaced. All talk of his removal is
nonsense. ca
6. The four Tibetans who were arrested in connection with a plot to murder
L LA',G Chin- wu were: i:oo.gyi Sakpa, aged about 22; Gyalen Tashi, aged 24;
Sinr,hi Layuk, aced. 26; and Chhiten Trupche. All four were from Lhasa,
eaucated, politically conscious, and all had at some time visited India.1
