On 14 September 1951 ItUO Hue,-j o Ojt. & ), commander of the Public Security
Forces of the East China LIAlitary Area (ECptA), instructed the various
pr vinaial public security administrations and bureaul to reorganize public
security forces in coastal areas of the ECIIA provinces in order to strengthen
coastal defenses and unify organization and command. These instructions are
summarized as follows*
a. From 1 October 1951 all public security forces in coastal areas shall
be known as "The Chinese People's Border Defense Force;" designations
will be assigned separately,
b. These forces shall be under the jurisdiction of the various administrations
and bureaus. but must accept supervision and direction from the local
public security districts, so that plans for border defense will be
unified.
c. The largest unit of the border defense forces shall be a battalion
equivalent to a battalion of the Chinese Communist Army. Each battalion
will comprise three companies, each of three platoons; each platoon will
have three squads of 12 men each. Therefore each battalion will total
500 men, including political workers and other units under direct control
of battalion headquarters
d. Once these border defense forces are reorganized, their duties will not
be limited solely to border defense; they shall be responsible for
precautionary measures along the national border and shall inspect the
entry and exit of persons.
60 The border defense forces shall have only light arms; each battalion shall
have one heavy machine gun platoon and one 60 mn artillery (sic)
squad. Units that have already been issued heavy arms shall return them
to the issuing organization for safekeeping.

of personnel will be made up from the Nev Recruit; Training Offices
