During the last week of June 1951 maneuvers were held by Soviet forces
in the,Port Arthur-Dairen area. Directing the maneuvers were the follow-
ing senior officers:
a. Lieutenant-General Kan-no-wei-ch'i (-~` f ) (? k anovich).
Soviet Garrison Commander of the Port Arthur-Dairen area and concur-
rently Commander of the Soviet 3 Army.
b. Yu- mo-shih-wei-erh-ch a i-fu (t; j /,-j b k ) Deputy Chief of
Staff of the Soviet Far Eastern Military Region Headquarters.
c. Ch ? ia-erh-man-f u-ssu-'chi (4 Q 1: k- Y,5J , i (? Karmanovski), Naval
Commander of the Port Arthur Dairen Military Area Headquarters.
d. Kang-choir-lo-fu (14 +, ;,- ,) (? Gankarov), Air Force Commander of
the Port Arthur Dairen Military Area Headquarters.
s. Lo k' o yeh- fu-'ssu-chi (; . I .. k S1 ) (? Rokoyevski ), Chief of
Staff of the 3 Army (Commander of the ground troops).
f. Yeh-mo-fu ( (? Yemov), Commander of a heavy artillery regi-
ment.
2. The forces which participated in the maneuvers were as follows:

1. Two infantry divisions and two mechanized divisions of the 3 Army
deployed in the Port Arthur Dairen area.
2, One infantry division and one motorized division of the 6 Soviet
Army which were formerly in the Dairen-Changchun area and were
transfered to the Port Arthur-Dairen area sometime in April.
