As of September 1951 a Soviet-controlled Material Supply Bureau (Tij i," ($~ J') which is not connected with the Chinese Communist Government,2 had been established in Kunming. It is under the direct control of the Material Supply Department in Peiping. It is in the former premises of the Yunnan Provincial Tobacco & Wine Tax Bureau at Hsiyuan (iJ 4j) Road, .Kunming. In charge is Yeh-se klo-fu (?Yezkov) and his deputy Is rio-ssu-lino-fu ( r ~ ) (?Kezlinov). The staff is all Soviet with the exception of four Chinese and two Vietnamese Communist interpreters. 2. This bureau is responsible for the distribution of Soviet supplies to the Chinese or Vietnamese Communists. Allocations are made according to recommendations out forward by the "Support Alien Investigation & Research Commission", ( 10 :4 y ) :j '?a? ; t; /,` ) , During the months of August and September, however, most of the supplies arriving from the USSR were allocated to the Vietnamese Communists and only a small quantity was given to the Chinese Communist troops in the border areas. These supplies consisted largely of light and heavy weapons. Supplies for Indochina are distributed by the bureau itself. 3. This bureau recently requisitioned, for use in Indochina, all pieces of a new type of heavy artillery of the 2nd Independent Army Regiment of the 4th Army Group.2 This regiment is stationed at Trdenshan (104-14,23-22), and is com,mann ed Ay CH' IN Ching-wu (,X - Af ` 25X1 A 1. Comments the USSR had recently decided to Increase assistance to the Vietnamese Communists, and to es- tablish in Southwest Asia a Soviet military supervisory organization to direct aid to the Vietnamese Communists. and Intensify Chinese Commu- nist activities in Burma. 25X1A 2. Comment: If this report is true it may be an indication of a Soviet decision to control directly Soviet-supplied equipment for the Vietnamese Communists rather than leave the allocation in Chinese Commu- nist hands. The Support Indochina People?s Liberation Commission in Nanning, where Soviet officers are also employed, may be concerned only with the movement of Chinese Communist forces and equipment into Indo- china.
