1. New but unidentified Soviet Army units arrived between July and September
1951 in the Banat area near the Yugoslav border.. These units are
stationed in the towns of Caransebes, Orsova, Timisoara, Jimbolia and Arad.
2,, The circulation of the civilians without a special permit within a zone
20 kilometers along the Rumanian-Yugoslav border is forbidden.
